In 2007, City Mayor Arlene Arcillas signed a Memorandum of Understanding with the PSA to usher in a new age of sanitation improvements in Sta. Rosa City. As per the agreement, the city will provide assistance in the form of construction of treatment facilities, and in-kind contributions such as executive and staff support to develop the identified projects.
PSA assisted the city in the construction of a wastewater treatment facility at the Sta. Rosa Community Hospital. Likewise, PSA helped the city’s Promotion Team in developing a hand washing campaign that is now being implemented in barangays and public schools. The success in the hand washing campaign pilot areas led the city to pass a hand washing ordinance, the first-ever being passed by a Philippine city. The ordinance mandates that all public toilets and restaurants must have soap and running water.
Sta. Rosa is a first class city in the province of Laguna, Philippines. It has also been known as "The Investment Capital of South Luzon" since 1994. The city lies 38 kilometers south of Manila via the South Luzon Expressway, making it a suburban residential community of Metro Manila.
