Calamba Water District

PSA works with Calamba Water District on the development of sewerage and septage management programs.  This is accomplished through the development of a new Calamba City ordinance, a promotions campaign, and sewerage and septage infrastructure.  The first phase is a sewerage treatment system for approximately 150 homes surrounding the Bucal Pumping Station.  This will be a fully piped sewerage system with collection system, anaerobic baffled reactor (ABR) and intermittent sand filter.  The combined infrastructure will produce a highly treated effluent that will meet DENR standards.   The second phase will be a city-wide septage management program to regularly desludge septic tanks and properly treat and dispose of the collected septage.

Calamba City is a first class city in the province of Laguna. Situated only 54 kilometers south of Manila, Calamba City is a popular tourist destination with its hot spring resorts, most of which are located in Barangay Pansol, and the Canlubang Golf and Country Club, site of many Philippine Opens. Calamba is also an important modern industrial center in the CALABARZON region as shown by the large number of industrial parks and business estates that are located in the city. According to the latest census, it has a population of 360,281 in 58,466 households, making it the most populated town in Laguna province.

On August 6, 2009 Calamba Water District Chairman of the Board Engr. Nestor Liquido and PSA Chief of Party Lisa Lumbao signed a Memorandum of Understanding (MOU) to develop a septage management and decentralized sewerage system to address the problem the area has had with water-borne disease outbreaks.  Several WD board members, WD officers and key city personnel from the Engineering Department witnessed the MOU signing.

On August 20, 2009 the Calamba Water District hosted an exploratory meeting with PSA consultants to discuss the plan of the WD to treat the city’s domestic wastewater to protect the main water source located along the main road leading to Los Baños, Laguna. The spring is close to an informal settlement area presumed to be polluting the water source.

The water district presented a pre-feasibility study for the development of the following:

(1) Component 1 - construction of sewage treatment plant for the communities within a 60-meter radius from Bucal Spring, the city’s main water source; and

(2) Component 2 - septage management program for the communities beyond the 60-meter radius

On September 14, PSA led a stakeholders’ workshop to develop and action plan for these projects.
